A Turkish friend in need

I have just received some sad news, a old friend of mine from my days in Turkey just told me that they just found out his mother in law has cancer.

Their financial situation isn't good, and I know he has been struggling to get by for a number of years, I'm not sure of the amount of help they can get from public medical services in Turkey, but he tells me that a relative has setup a collection fund and asked if I could pass the word around.

In TR. as far as understand if your not covered by the national health SGK system. then there is. A green card system which is issued from the local Governors office. No one is left on the street without treatment.

Stuart, I am taking this second hand (from a who guy once volunteered at the LBGT Aman Shelter IST )... so you may be correct ... but I was told the the Green Card system was found to be too expensive for the Turkish Government and was first cut from the 8mil eligible applicants in need to 4mil and then the Green Card system was abolished in 2012 on the introduction of Universal healthcare insurance.

Which meant low income families wanting help are obliged to submit a means test application picked up at the local Governors office later to be assessed ......... The requirement for help.... was your income must be less than one third of the minimum salary (difficult to meet I would think) before the Government pays your insurance premiums, if your salary exceeds this you must pay the premiums incremental to your perceived income ............... before the introduction of the test ,and the cut of 4mil he said the Green Card system, had at least 3.5mil Turks without any type of free healthcare. So if you think the cut was to reduce spending , then the introduction of this new payment for all with Universal Insurance system of ISS and SSK . This means test it is unlikely being done to increase that spending ? ....I would think even less would meet that criteria... without having to find and meet healthcare expenses or payments .............
