There ARE stringent checks on trippers going out to Meis via Kas ! Passports are scrutinised and checked through the Turkish Immigration Service computer system.
I know from personal experience that if you stay in Turkey on an expired Residence Visa you have to pay for the period during which you overstayed. Plus you have to pay a penalty of the same amount. But, you get a discount for paying in cash.
So, for example, if your Residence Permit has been expired for 1 year and you haven't got a Tourist Visa you are liable for the equivalent of twice the cost of the 1 year permit, less a discount for cash, which works out to around 1,000 YTL per year. You then have to either purchase a new Residence Visa or exit the country and re-enter on a Tourist Visa.
For information about this in Fethiye, go to the Pasaport Polis office at the harbour entrance and take along a Turkish speaker. The officers speak limited English but are very helpful and will be able to give you info on the costs involved.
