Turkish foreigner identification number

I have have owned a holiday villa in Turkey for nearly ten years. This year the sitesi is having to sort out a new electric supply. Previously it had its own substation which served the ten villas with one Bill which was split according to usage. Apparently the substation has been found to be substandard and the best option is for every villa to have its own supply from a local suppliers. My neighbours have contractors to do all this work at a very reasonable cost.
The new suppliers needed copies of my tapu, dask, etc and a power of attorney for one of my neighbours to deal with the electric company on my behalf. So last week I travelled over to Turkey and with the help of a neighbour sorted most of the documents out.
The electricity supplier however is asking for my turkish foreign identification number which I don't have. I only have my tax number. So we travelled to Izmir and filled in some forms after visiting about 5 different offices. Basically they wanted a copy of my passport, entry stamp , and tax number. They also asked for my father and mothers name. They would not let my neighbour (friend and interpreter) into the last office. The chap in the office spoke some English and showed me to the goc.gov.tr site and said my number would be on their in 4 days time. I have to add my name, parents name, d.o.b. To find it. I have managed to find a link to another site where I add these details but no records are found. I have tried all combinations of names without success.
Reading up it looks like I need to be living there to get one . Has anyone else applied for one of these that may advise me. There is little on the internet.
