I am totally a novice at this so bare with me.
How do you do this and do you have to pay for a service provider?

If you reside in the UK, you may pay an ISP (Internet Service Provider) for a Broadband service to allow you an always-on connection to the internet.
Or, you might use a Dial-up modem to connect to the internet-via your telephone line which you'll pay for by the minute for the time you are online. (just like a normal phone call) This is usually the slower option which also ties up use of your phone line.
I believe that what is being suggested here is use of your UK ISP's service to access internet (and hence view Channel 4 and BBC) outside of the UK. i.e Turkey.
But quite how that can be done without paying for both a Turkish service AND a UK service simultaneously, escapes me!

Hi Chelsea Boy what is your set up there the pace sky plus box is not 100% but better than the others what dish and make and size the same for the lnb

Channel 4 london as far as i can make out is the last channel on 12480V SR 27.5 FEC 2/3 some dishes might get this and some will not it is with ch4 +1 group of channels have not tried this myself yet

12.480 still has viewable Channel 4 tagged as TT on 4 with mono audio.

OK, no problem. All you have to do is set up Internet Explorer, your browser, to use proxies. This is how you do it:
1.) Open Internet Explorer
2.) Click on Tools>Internet Options
3.) Click the connections tab
4.) Click on Lan Settings
5.) Check the box that says "Use a proxy server for your LAN
6.) Now type the ip address in as I wrote below
7.) Use the port that I wrote below
8.) Click Ok, then click ok again
9.) Close your browser
10.) Open your browser and wait for it to connect to the Codeen Network.
11.) Now you have an ip address from the UK. Now go to your BBC site and enjoy!
Ip address: 129.12.3.75
Port: 3128
